Arlington took a cautious approach to dockless mobility after the 2018 to 2020 surge. Citywide commercial deployments by Lime, Bird, and similar operators are not currently permitted on public rights-of-way absent a specific operating agreement with the city. UTA manages a limited campus shared-scooter program for students. During large AT&T Stadium and Globe Life Field events, the city occasionally permits temporary scooter zones with deployment caps, parking corrals, and geofenced no-ride boundaries near pedestrian-heavy areas. Riders must follow Texas Transportation Code rules requiring helmets for those under 18 and prohibiting sidewalk riding in business districts. Personal-owned e-scooters face fewer restrictions but must yield to pedestrians.
Unpermitted commercial deployments face impoundment plus 500 dollars per device fines; rider violations such as sidewalk riding carry citations of 100 to 300 dollars under city traffic enforcement.
