Full Breakdown
The Board of County Commissioners licenses up to three micromobility companies to run shared scooter or e-bike fleets in unincorporated Orange County. Riders may only operate devices inside the County-approved Service Area, must keep to 10 mph, and cannot ride on any county roadway the County finds too heavily traveled for safe micromobility use. The Director sets hours of operation, and the Board can suspend the whole program during a safety threat.
Violations & Fines
Devices operated or parked outside the approved zone, or otherwise violating the article, are subject to county impoundment under Sec. 35-105; unlicensed companies must pull all devices within 10 days of a Board decision not to approve them.
