Kent County, MI Mobility & Curb Rules: Shared E-Scooter Rules (2026)

Section 18(A)(f) of the Kent County Parks Ordinance states it is unlawful for any person to operate or drive an all-terrain vehicle, three-wheel vehicle, snowmobile, dirt bike, mini-bike, go-cart, dune buggy, scooter, or moped on roads, in parking areas, or in any other location in a County park. The prohibition is total within park boundaries, covering paved park roads, parking lots, trails, and open areas alike, and it applies whether the scooter is gas- or battery-powered. The only carve-outs in the text are for duly sworn peace officers while carrying out their duties, and for employees of the Kent County Parks Department.

There is no separate Kent County shared-scooter or dockless-vehicle program ordinance in this file; that regulatory gap exists because dockless scooter programs operate on city streets and sidewalks in incorporated cities like Grand Rapids, Wyoming, and Kentwood, which govern their own rights-of-way and are not covered by this county parks rule. Section 37(b) of the Ordinance classifies a Section 18(A)(f) violation as a municipal civil infraction, fined not less than $25 nor more than $500, and the Kent County Sheriff's Department enforces the Ordinance under Section 36.
