Fargo regulates shared e-scooter operators through licensing agreements that set deployment caps, geofenced no-ride zones, and parking rules in downtown and near NDSU campus to protect pedestrians on sidewalks.
Shared e-scooter and e-bike operators must enter into agreements with the City of Fargo to deploy fleets on public right-of-way. Agreements typically cap fleet size, require geofenced slow zones near schools and dense downtown areas, ban riding on busy sidewalks, and define parking corrals to prevent sidewalk obstruction. Riders must follow the same traffic laws as bicyclists, yield to pedestrians on shared-use paths, and avoid riding the wrong way on one-way streets. NDSU may impose additional rules on its campus. Enforcement combines operator-side responsibilities and city traffic citations for individual riders.
Improperly parked scooters blocking sidewalks, riding in restricted zones, or unsafe passing of pedestrians can lead to operator fines and rider citations.
