Horry County Code Sec. 3-218 governs "nonpermitted companies": any individual, partnership or corporation transporting people for hire at Myrtle Beach International Airport without a valid airport operating permit, which covers app-based rideshare drivers using personal vehicles. The ordinance limits them to prearranged pickups only: the driver must already have a reservation, and the reserved passenger's name must be produced to airport security or an authorized representative on request. Walk-up or street-hail pickups are not allowed under this section. Nonpermitted vehicles are barred from stopping in the designated courtesy vehicle zone, which Sec.

3-215 reserves for vehicles holding a valid airport operating permit. Instead, Sec. 3-218 requires nonpermitted vehicles to enter the public parking lot for loading and unloading, and the driver is responsible for whatever parking fees apply there. The section also bars parking in front of the terminal building or in any other reserved space. These rules sit in Division 4 (Motor Vehicles) of Article IV, alongside separate sections for licensed taxicabs (Sec. 3-212), courtesy limousine and shuttle service (Sec. 3-213), and off-airport commercial operators with a signed agreement (Sec. 3-217), all of which get different curb and holding-area privileges because they carry an airport operating permit that rideshare drivers typically do not.
