Okaloosa County, FL Mobility & Curb Rules: TNC Pickup Zones (2026)

Okaloosa County's 2024 airport rules and regulations, adopted by Ordinance No. 2024-11, define "commercial ground transportation" in Section 3-88 to include any taxi, limousine, transportation network company ("TNC"), van, contract shuttle, courtesy vehicle, or other vehicle transporting people for commercial purposes to, from, or within the airport, putting Uber- and Lyft-type drivers on the same footing as taxis and shuttles for airport purposes.

Section 3-86(2) requires any commercial ground transportation operator, including a TNC, to have an agreement with the board of county commissioners and pay all applicable fees before locating an office or place of business at the airport, and bars solicitation anywhere on airport property except as the operating agreement permits. The airports director can request suspension of an operator's authority to provide service for violating the rules, the county's minimum standards, or its agreement, and may issue written procedures to regulate commercial ground transportation further.

Section 3-86(3) confines where any vehicle, TNC included, may stop: no vehicle may park or stand unattended anywhere on the airport except in a designated, approved parking area, and loading areas may be used only for actively loading or unloading passengers or luggage, not for staging or waiting. Illegally parked or standing vehicles, including a rideshare car idling outside a curb loading zone, can be towed at the owner's expense under Section 3-86(3)(b) and (c), with towing and storage charges due before release.
