Miami-Dade County, FL Mobility & Curb Rules: TNC Pickup Zones (2026)

Chapter 31, Article XI of the Miami-Dade County Code (added by Ord. No. 16-42, adopted May 3, 2016) licenses transportation network entities (TNEs) such as Uber and Lyft through the County's Regulatory and Economic Resources Department and sets operating rules for their drivers in § 31-705. Three restrictions define where and how a TNC pickup can happen: a TNC vehicle or driver "shall not utilize a designated taxicab stand" (§31-705(b)); a driver "shall not solicit or pick up passengers other than by prearrangement through the transportation network entity" (§31-705(c)); and a driver "shall not accept or solicit street hails" (§31-705(d)).

TNC vehicles also may not display the words "taxicab," "taxi" or "cab" anywhere on the vehicle (§31-705(e)), keeping the prearranged-only model distinct from the county's separately licensed taxicab and chauffeur industry. The Department enforces these rules alongside code enforcement officers under § 31-709, and § 31-704(j) directs the Department to "coordinate cooperative enforcement activities with municipalities," while § 31-704(h) requires a system for handling municipal officials' complaints about TNC service "within such municipalities," so the pickup rules reach TNC activity across Miami-Dade's incorporated cities as well as the unincorporated area.

Drivers and TNEs must also permit vehicle inspections on request (§31-705(i)(3)) to verify that a given trip was, in fact, prearranged through the digital platform rather than solicited curbside. Failure to comply with § 31-705 "may result in revocation or suspension of the transportation network entity license" under § 31-705(i)(7).
