Jackson County Code § 5564(m) prohibits "unreasonably loud and raucous noise" from any commercial establishment's premises, including outdoor areas it controls, between 10:00 p.m. and 7:00 a.m., if the sound is plainly audible at a distance of five feet from any residential property. The Sheriff has primary enforcement responsibility (§5566), and violations carry a fine up to $1,000 and/or up to a year in the county jail (§5520). Chapter 55 says it applies "throughout the territorial limits of Jackson County" (§5500), but Kansas City, Independence, Lee's Summit, Blue Springs, Raytown and Grandview each enforce their own municipal noise codes instead.
