Vehicle Alarms. No owner of a motor vehicle shall have in operation an audible burglar alarm therein unless such burglar alarm shall be capable of terminating its operation within fifteen minutes of the time it is activated. Notwithstanding the requirements of this provision, any member of the sheriff's department of Stanislaus County shall have the right to take such steps as may be reasonable and necessary to disconnect any such alarm installed on a motor vehicle at any time during the period of its activation. (Ref. California Vehicle Code Section 22651.5.)
Full Breakdown
060(G), no owner of a motor vehicle may operate an audible burglar alarm in it unless the alarm is capable of terminating its own operation within fifteen minutes of activation. The provision gives Stanislaus County sheriff's department personnel express authority to take reasonable and necessary steps to disconnect any vehicle alarm that keeps sounding past that window, at any time during its activation, regardless of where the vehicle is parked in the unincorporated area. 5, which governs vehicle alarm enforcement statewide, tying the county's local rule to the state framework rather than creating a wholly separate standard.
060(F) for building burglar alarms, which likewise must cut off within fifteen minutes and must prominently display a callback phone number for the owner. 020: the board of supervisors has found that unnecessary, excessive, and annoying noise is contrary to the public interest, and any noise created in violation of the chapter is deemed a public nuisance. 050. Because the ordinance authorizes disconnection rather than just citation, an alarm that will not stop itself can be physically silenced by law enforcement rather than left to run indefinitely while a citation works through the system.
Violations & Fines
Failing to equip a vehicle alarm with an automatic fifteen-minute cutoff, or allowing one to sound past that limit, is a separate violation under § 10.46.060(G) of Chapter 10.46, in addition to any state Vehicle Code § 22651.5 enforcement. Sheriff's deputies are authorized to disconnect a non-compliant alarm during activation, and the county's general penalty and daily-violation provisions in § 10.46.100 apply to repeated noncompliance.
