Under Sec. 17-7(5), routine testing of a standby generator may only happen between 10:00 a.m. and 7:00 p.m., and the test run itself cannot exceed one hour in any single day, tracking the minimum duration and frequency recommended by the manufacturer. The section then sets a hard sound ceiling: emissions cannot exceed 68 dBA measured 23 feet from the unit. If the complaining neighbor's property sits on the same parcel as the generator, for example a duplex or a shared lot, the code substitutes the tighter indoor sound levels found in Table 1 of Sec. 17-6 rather than the 68 dBA outdoor figure.

The rule only governs testing. Sec. 17-8(12) carves out an exemption for the sound a generator makes while actually supplying emergency power: the sound emissions of emergency generators are exempt when there is loss of power for any cause other than non-payment of utility services. So a generator running loud during a hurricane-driven outage is not a violation, but if a resident tests that same unit at 8:00 p.m. or lets a monthly test run ninety minutes, the exemption does not apply and the standard testing rule in Sec. 17-7(5) controls.

Enforcement runs through the city's code compliance process. Chapter 17 carries a specific civil penalty under Sec. 11-25's schedule: $250 for an uncontested violation, $325 if contested, and the table flags Chapter 17 as requiring a mandatory special magistrate hearing rather than resolving informally. Repeat violators referred to the special magistrate board face escalating daily fines up to $1,000 per day, or $5,000 per day for a repeat violation, under Sec. 11-12(c).
