Fort Worth regulates most noise sources through a two-track system in § 23-8: fixed decibel ceilings by zoning district (70/60 dBA in residential areas, 80/70 dBA elsewhere) plus a catch-all ban on any noise that disturbs a person of ordinary sensibilities, enforceable without a meter reading. Section 23-8(e) then lists eight categories the city carves out of both tracks entirely, and normal building conditioning and ventilation noise, together with property maintenance noise, is the first one listed. That means a homeowner's air conditioning condenser, a commercial building's rooftop package unit, or a landscaper's mower or blower running as part of routine property upkeep is exempt from the ordinance regardless of the decibel level it produces or what time of day it runs.

The same subsection also exempts noise from governmental functions, public and school property use permitted by the owner, city-permitted outdoor events, large-venue amplifiers within PI Panther Island, airport and rail transportation, gas drilling regulated separately under Chapter 15, and activity at Texas Motor Speedway. A resident bothered by a neighbor's HVAC unit has no claim under § 23-8; any relief would have to come through a different part of the code, such as a property-maintenance or mechanical-equipment standard, not the noise ordinance.
