Local governments are broadly preempted from setting flight-path or aircraft noise rules. Residents affected by military aircraft noise generally direct concerns to the installation's community relations or noise-complaint office; concerns about civil aircraft go to the FAA. The county ordinance's remaining tools do not reach airborne aircraft, though ground-based airport equipment could in principle fall under other provisions.
No county penalty applies to aircraft noise; it falls outside local jurisdiction. Complaints are routed to the FAA or the relevant military installation rather than county code enforcement.
