Aircraft noise is not regulated by Maple Grove's city ordinance. In the Twin Cities metro, the Metropolitan Airports Commission (MAC) handles all aircraft and airport noise concerns, and the FAA regulates aircraft engine noise. Minnesota's MPCA noise rules do not govern aircraft in flight.
Aircraft and airport noise falls outside local city authority. As the MPCA's noise guide explains, the Metropolitan Airports Commission (MAC) "responds to all concerns regarding noise relating to aircraft or the airports" for the Minneapolis-St. Paul International Airport and its reliever airports, and the Federal Aviation Administration (FAA) has source regulations requiring commercial jet engines to meet noise-emission criteria before being certified for flight. Maple Grove, in the northwest Twin Cities metro, has no city ordinance setting aircraft noise limits, and Minnesota's state noise standard (Minn. R. 7030) does not regulate aircraft in flight — it is a receiver-based standard aimed at ground sources. Federal law broadly preempts local regulation of aircraft operations and flight noise, so cities cannot impose curfews or decibel limits on overflights. Residents bothered by aircraft or helicopter noise should direct concerns to the MAC's noise program rather than to the city or the MPCA. (Maple Grove's own City Code Chapter 20 noise sections apply to ground-based noise sources within the city, not to aircraft.)
Aircraft-in-flight noise is not enforceable under Maple Grove city ordinance or the MPCA state standard. Aircraft engine noise is regulated federally by the FAA; airport and overflight noise concerns are handled by the Metropolitan Airports Commission (MAC).
