Camden County's ordinance bans loudspeakers, PA systems, radios, and similar amplifying devices whenever they create a noise disturbance for others, and specifically prohibits public-address use from 10:00 pm to 8:00 am across a residential property line.
Two provisions apply. Section 6.2.1 prohibits operating any radio, television, phonograph, or similar sound-reproduction device 'in such a manner as to create a noise disturbance for any person other than the operator.' Section 6.2.2 bars using any loudspeaker, public-address system, or similar device 'between the hours of 10:00 pm and 8:00 am' when the sound creates a noise disturbance across a residential real property line. Noncommercial public speaking and assembly on public spaces is exempt, as are municipally sponsored events (§ 7.2).
