Under SCC 6.12, amplified sound from a radio, TV, musical instrument or speaker that emanates repeatedly from a residence and disturbs a reasonable person is a noise disturbance. State WAC 173-60 also caps sound crossing into a neighbor's home.
Spokane County Code 6.12.010 declares it a noise disturbance when sound from a radio, television set, musical instrument, sound amplifier or any other sound-producing device emanates frequently, repetitively or continuously from a building or property in a residential area and annoys or disturbs the peace, comfort or repose of a reasonable person of normal sensitivity. This applies day or night. The statewide WAC 173-60-040 limits (about 55 dBA daytime / 45 dBA at night at a receiving residence) reinforce it.
