Barking dog rules in Clackamas County, OR — also called nuisance dog, dog noise, or excessive barking ordinances — define when a barking dog becomes a code violation and how complaints are handled.
In unincorporated Clackamas County, any dog that unreasonably causes annoyance, alarm, or noise disturbance violates the county Animal Chapter 5.01. Chapter 6.05 also bans unreasonably loud animal or bird noise in urban residential zones where an owner is responsible.
Two county provisions cover barking. Code 6.05.040(B)(9) treats any dog that unreasonably causes annoyance, alarm, or noise disturbance as a violation of the Clackamas County Animal Licensing, Services, and Enforcement Chapter 5.01. Code 6.05.040(B)(8) separately bars unreasonably loud and raucous noise from any animal or bird within urban residential zoning districts where a person owns, controls, or cares for it. Agricultural animals and animal husbandry are exempt under 6.05.060(G). Clackamas County Dog Services handles nuisance-dog complaints.
Nuisance-dog noise is enforced through Dog Services and the Sheriff. Owners may face citations and fines set by Board resolution; chronic cases can escalate under Chapter 5.01 enforcement.
