Collier County treats a persistently barking or noisy dog as a noise violation. Animal noise that is clearly unreasonably loud or a nuisance can be cited without a decibel meter by Domestic Animal Services or the Sheriff's Office.
Sec. 54-93 lets officers cite animal noise at a residential site without testing equipment when the noise, by an officer's and complainant's observation, is clearly 'unreasonably loud, raucous or jarring' or a 'nuisance.' It applies to noise from a 'domesticated animal, including dog, bird or fowl.' These violations are enforced only by Domestic Animal Services or the Sheriff's Office when no meter is used; Code Enforcement may act when a meter is used. Officers weigh time of day, day of week, and background noise.
