Marion County Code Chapter 4 (Animal Control and Enforcement), Section 4-12(b), governs animal noise rather than Chapter 13. It provides that any animal barking, whining, howling, or making objectionable noises clearly heard beyond the owner's property boundary, continuing for a minimum continuous period of 30 minutes, may be considered a nuisance, with the animal control officer exercising discretion based on the totality of the circumstances and a 'reasonable objective complainant' standard. The 7:00 a.m.-10:00 p.m. carve-out applies only to commercial boarding kennels in compliance with the Land Development Code, and the subsection does not apply to domestic animals on agriculturally zoned land. The provision derives from Ord. No. 11-55 and was amended through Ord. No. 25-03 (2025).
