Clackamas County Code 6.05.040(B)(11) makes it a per se violation to run construction, demolition, alteration, repair, or street/highway excavation outside 7 a.m. to 10 p.m. Section 6.05.060(I) separately exempts construction activity and hand/power tools (drills, chain saws, lawnmowers, saws, hammers) during those same hours. County or state road repair may run overnight (10 p.m.-7 a.m.) only when the public welfare makes daytime work impractical (6.05.060(J)). Cities set their own construction hours within their limits.
Off-hours construction noise is a per se violation citable by the Sheriff. Respond within 14 days by paying the Board-set fine or requesting a compliance hearing under Code Ch. 2.07.
