Construction hours in Erie, PA β sometimes called construction noise rules or contractor work-hour ordinances β set when contractors can run power tools, hammers, and heavy equipment.
The City of Erie's Codified Ordinances do not contain a dedicated construction-hours ordinance. Construction noise is regulated indirectly through Article 705 (Disorderly Conduct) and, for hospital-adjacent sites, Article 732 (Quiet Zones). There are no specific morning start times or evening cutoffs codified in city law.
Unlike many Pennsylvania municipalities (Reading Chapter 387, Philadelphia Chapter 10-400, Fairview Township Chapter 252), the City of Erie has not adopted a dedicated noise-control chapter with clock-time construction limits. A search of the codified ordinances finds no 'construction hours,' 'building-trades noise,' or 'work in residential districts' section. Construction noise is therefore reachable only through (1) Article 705 - disorderly conduct by clamor or noise, particularly the nighttime annoyance prong; (2) the state disorderly-conduct statute 18 Pa.C.S. Section 5503; and (3) for sites within one block of a licensed hospital, Article 732 (Quiet Zones), which has stricter signage-posted limits regardless of time of day. As a practical matter the Erie Bureau of Code Enforcement administers the building, electrical, and property-maintenance codes (UCC, ICC, IPMC adopted by reference), but enforcement of noise as such is handled by the Erie Police Bureau under Article 705. Contractors are still bound by 75 Pa.C.S. Section 4523 (vehicle muffler requirements) for trucks and equipment licensed for highway use, and by federal OSHA hearing-conservation rules on the work site itself. If you live near a licensed hospital and a contractor is creating noise that disturbs patients, Article 732 supplies a direct enforcement hook.
Where construction noise rises to disorderly conduct under Article 705, the same penalty applies as for other noise offenses: fine up to $1,000 plus costs, plus up to 90 days imprisonment if not paid. Within an Article 732 hospital quiet zone, additional penalties may apply. There are no permit-revocation or stop-work hooks tied specifically to noise in Erie's code.
