In unincorporated Clark County, using lawn mowers, chain saws and other repair or ground-maintenance power equipment is allowed 7:00 a.m. to 10:00 p.m.; outside those hours, frequent engine noise in a residential area is a public disturbance noise.
CCC 9.14.010(3) makes frequent, repetitive or continuous engine/motor-vehicle noise in a residential area a public disturbance, but expressly exempts lawn mowers, garden tools, chain saws and other power equipment used for building repair or ground maintenance between 7:00 a.m. and 10:00 p.m. Clark County does not set a separate numeric construction-hours ordinance; construction noise is governed by this public-disturbance standard and by WAC 173-60. Incorporated cities may impose stricter construction-hour limits.
Noise outside the 7 a.m.-10 p.m. window that unreasonably disturbs neighbors is a misdemeanor under CCC 9.14.030: $250 fine and/or 90 days jail.
