Unincorporated Bay County limits construction, demolition, and pile-driving noise to 7 a.m.-7 p.m. in residential and seasonal-resort zones, with no work at all on Sundays. Commercial and industrial zones may start at 6 a.m. (Sec. 17-72(i)).
Bay County's noise ordinance exempts construction noise only within set hours (Sec. 17-72(i)(2)). In residential and seasonal-resort zones, constructing, repairing, demolishing buildings, or driving pilings is allowed 7 a.m. to 7 p.m., but at no time on Sundays. In commercial, industrial, agricultural, and public/institutional zones, work may run 6 a.m. to 7 p.m. Domestic power tools are separately allowed 7 a.m. to 10 p.m. in all zones. Emergency road, utility, and railway work is exempt at all hours. Panama City Beach and Panama City set their own construction-hour rules inside city limits.
Construction noise outside the exempt hours becomes a noise nuisance. First offense: $500 fine; a repeat within six months is a second-degree misdemeanor up to $1,000 and 60 days. Each day counts separately.
