Clackamas County sets hard numeric noise caps: 50 dBA between 10 p.m. and 7 a.m., and 60 dBA between 7 a.m. and 10 p.m. Exceeding these is a per se violation under Code 6.05.040(A). Motorboats have a separate 75 dBA shore standard.
Code 6.05.040(A) establishes fixed dBA limits enforced with a sound level meter. Measurements must use a Type I or Type II meter meeting ANSI Standard 1.4-1971, with an A-weighted scale and fast/slow response (6.05.050). Readings are taken inside or within three feet of a complainant's closed window or door. Motorboats are exempt from the general caps but violate at 75 dBA measured onshore no closer than 150 feet, or 84 dBA within 50 feet (6.05.060(M)). Trained personnel must take all measurements.
Exceeding the dBA caps is a per se violation. The Sheriff issues citations; the responsible person pays a Board-set fine or requests a hearing within 14 days.
