Stockton Municipal Code Chapter 16.60 (Noise Standards) establishes performance requirements for noise generated by non-transportation land uses. Commercial, industrial, and public facility uses adjacent to noise-sensitive land uses or vacant residential zoning districts must comply with maximum allowable noise exposure standards in Table 3-7, Part II. The maximum sound level produced by commercial land uses in retail commercial zoning districts cannot exceed 75 dB. Vehicle or motorboat repairs and testing must also comply with noise standards when adjacent to noise-sensitive uses. SMC Section 8.20.030 additionally prohibits loading, unloading, or handling of materials on private property between 10 PM and 7 AM that causes noise disturbances. Stockton is a major inland port and agricultural hub, so industrial noise from port operations, processing facilities, and freight rail is addressed through both the noise ordinance and General Plan land use compatibility policies.
Violation of SMC Chapter 8.20 is a misdemeanor with fines up to $500 or imprisonment up to six months or both. Non-compliance with Development Code Chapter 16.60 standards may result in permit conditions, operational restrictions, or code enforcement action.
