Stockton uses SMC Ch. 8.20 (nuisance) and Ch. 16.60 (decibel standards). Commercial retail max is 75 dB. Residential interior limit is 45 dB Ldn per CA Title 24.
Stockton employs a two-part noise regulatory framework. SMC Chapter 8.20 uses a nuisance-based approach, prohibiting noise that unreasonably disturbs the peace and quiet of any neighborhood. Chapter 16.60 of the Development Code establishes quantitative decibel-based standards. Table 3-7, Part I sets maximum allowable noise exposure for noise-sensitive land uses impacted by transportation noise sources, requiring acoustical studies for projects within the 65 dB Ldn contour. Table 3-7, Part II addresses noise from stationary (non-transportation) land uses. The maximum sound level from commercial uses in retail commercial zones cannot exceed 75 dB. Interior noise in habitable rooms must not exceed 45 dB Ldn per California Building Standards Code Title 24. Noise is measured using A-weighted frequency weighting with fast time averaging. The General Plan Noise Element maps existing and projected noise contours from roadways, railways, and Stockton Metropolitan Airport.
Exceeding noise standards in Chapter 16.60 may result in permit denial, operational conditions, or code enforcement action. Nuisance violations under Chapter 8.20 are misdemeanors with fines up to $500 or imprisonment up to six months.
