Industrial and stationary-source noise in the City of Turlock is governed by Chapter 5-28. The exterior table in TMC 5-28-108(a) sets the highest standards for industrial receiving zones: light industrial 70 dBA at any time and heavy industrial 75 dBA at any time (industrial has no separate lowered nighttime figure). Vibration is regulated by TMC 5-28-110(h), which prohibits operating any device that creates a vibration annoying or disturbing two or more reasonable persons in separate residences at or beyond the property boundary (or, where the source is on public space/right-of-way, at a residence at least 150 feet away). The application/duration rules in TMC 5-28-109 apply. These are the City's own standards under its Municipal Code; Stanislaus County's industrial-noise rules apply only to unincorporated areas.
Industrial or fixed-source noise exceeding the TMC 5-28-108(a) limit for the receiving zone, unmuffled post-1984 machinery (TMC 5-28-110(l)(2)), or disturbing vibration crossing a property line (TMC 5-28-110(h)) can be cited by the Noise Control Officer. Long-term sources are measured with a sound level meter (TMC 5-28-107). Under TMC 5-28-105 violations are infractions after a warning; the Planning Commission may grant variances (TMC 5-28-114).
