Subsection (i)(3) bars repairing, rebuilding, modifying or testing any motor vehicle, motorboat, or aircraft so as to create a noise disturbance across a residential property line. TMC 5-28-110(j) similarly regulates powered model vehicles. So on-road excessive-exhaust enforcement is a state Vehicle Code matter, while the refuse-hour and vehicle-repair/testing rules are distinctively the City's.
Modified-exhaust or excessively loud vehicles on public roads are cited under California Vehicle Code 27150/27151 by peace officers, including Turlock Police.
