The City of Turlock does not regulate aircraft overflight noise through its Municipal Code. Turlock operates a general-aviation field, Turlock Municipal Airport (O15); ground-level land-use compatibility around the airport is addressed through the City's General Plan Noise Element and the Stanislaus County Airport Land Use Commission framework (commonly the 65 dB CNEL compatibility benchmark), which are planning policies rather than enforceable per-flight noise limits. So for aircraft overflight noise the appropriate authority is the FAA; the City code reaches only ground-based aircraft repair and testing.
Because aircraft in flight are FAA-preempted (and exempt under TMC 5-28-113), there is no City citation for overflight noise - complaints go to the FAA. The City can, however, enforce TMC 5-28-110(i)(3) against ground-based aircraft repair or testing that disturbs a residential neighbor, as an infraction after a warning under TMC 5-28-105. Airport land-use noise is handled through the General Plan and the county Airport Land Use Commission.
