The Town of Apple Valley does not have a stand-alone leaf-blower ordinance and does not ban gas-powered blowers (unlike some coastal California cities). Instead, leaf blowers are covered by Section 9.73.060.L of the Noise Control chapter, 'Domestic Power Tools, Machinery,' which prohibits 'operating or permitting the operation of any mechanically powered saw, sander, drill, grinder, lawn or garden tool, or similar tool between 10 p.m. and 7 a.m.' so as to create a noise disturbance across a residential or commercial real property line. The same provision requires that motors and machinery be 'sufficiently enclosed or muffled and maintained so as not to create a noise disturbance.' In effect, a leaf blower may be used during daytime hours (7 a.m. to 10 p.m.), but not overnight, and at no time may it create a disturbance that crosses a neighbor's property line. Separately, statewide, California Health and Safety Code Section 17910 et seq. and CARB rules have phased in restrictions on the sale of new gas-powered small off-road engines (including many blowers) effective 2024, but that is a state product-sales rule, not a local use ban. Within town limits, the Town's 10 p.m.-7 a.m. power-tool window in 9.73.060.L is the controlling local rule.
Running a leaf blower (or other lawn/garden power tool) between 10 p.m. and 7 a.m. so as to disturb a neighbor, or running poorly muffled equipment that creates a disturbance, can be cited under 9.73.060.L. Municipal-code violations are treated as infractions or misdemeanors under the Town's general penalty provisions, enforced by code enforcement.
