Kent has no gas-powered leaf blower ban. Residential yard equipment is exempt from the 55 dBA limit between 7 AM and 10 PM under KCC 8.05. Outside that window, equipment must meet residential noise limits.
Kent has not adopted a dedicated leaf blower ordinance or a gas-powered blower phase-out like Seattle or Portland. Instead, leaf blowers fall under the general residential maintenance exemption in KCC 8.05.100, which permits temporary home, yard, and grounds maintenance equipment to operate between 7 AM and 10 PM without meeting the 55 dBA daytime limit. Commercial landscaping crews working in residential zones are expected to stay within that window and follow manufacturer mufflers and noise controls. Outside 7 AM to 10 PM, a leaf blower that produces sound above 45 dBA at a neighboring residential property becomes a noise disturbance. The Puget Sound Clean Air Agency and Washington Department of Ecology also encourage voluntary adoption of electric or battery-powered equipment for lower noise and emissions, but Kent has no mandatory requirement. HOAs in planned communities may impose stricter time limits on yard work.
After-hours leaf blower operation that is clearly audible at a neighboring residential property is a civil infraction under KCC 8.05 enforced by Kent Police.
