Unlike some Bay Area cities, Lincoln has not adopted a stand-alone leaf-blower ban or hour restriction. Leaf-blower noise is therefore enforced through Title 9 (Public Peace, Morals and Welfare) of the Municipal Code as part of the general unreasonable-noise provisions, and through Civil Code 3479 nuisance principles. At the state level, California Assembly Bill 1346 (2021) directs the California Air Resources Board (CARB) to adopt regulations prohibiting the sale of new small off-road gasoline engines (under 25 horsepower), including the engines used in most consumer leaf blowers, effective on or after January 1, 2024 β this means new gas leaf blowers can no longer be sold new in California, although owners of existing equipment may continue to use them subject to local noise rules.
Routine complaints go to Code Enforcement (916-434-2477) and are processed under Title 9 noise provisions. After-hours complaints can be routed to Lincoln PD non-emergency (916-645-4040). State retail-sale violations of AB 1346 / CARB SORE are enforced at the wholesale and retail level by CARB, not against end users.
