The General Plan Noise Element adds that in all commercial and industrial zones, public address systems, loudspeakers and other sound-producing equipment must be designed, installed and operated in a manner that is not disturbing to the surrounding area. Section 8.08.020 separately caps premises sound at 75 decibels measured 20 feet from the loudspeaker, or 70 decibels at 75 feet. Backyard parties, patio bands and outdoor venues should keep amplified sound within these limits and observe the 10 p.m. cutoff for plainly audible music.
Outdoor music exceeding the Chapter 8.28 limits or the Section 8.08.020 cap (75 dB at 20 ft), or plainly audible 50 feet away after 10 p.m., is a violation, as is street loudspeaker advertising under Section 8.28.040. Enforcement is by the Buena Park Police Department and code enforcement via citation and abatement.
