Buena Park restricts powered landscape equipment by hours rather than banning it. Municipal Code Section 8.08.020 prohibits operating leaf/weed blowers, powered lawn mowers and other powered landscape-maintenance equipment between 8:00 p.m. and 8:00 a.m. on any day. In effect, leaf blowers may be used only from 8 a.m. to 8 p.m.
The City of Buena Park regulates gardening and landscaping equipment noise through Section 8.08.020 of its Municipal Code ('Maintenance of premises - Noise restrictions'), part of the property-maintenance provisions rather than the main noise chapter. The section restricts the use of weed blowers, powered lawn mowers, and other powered landscape-maintenance equipment to the hours between 8:00 a.m. and 8:00 p.m.; their operation between 8:00 p.m. and 8:00 a.m. on any day is prohibited. Unlike some California cities, Buena Park does not impose an outright ban on gas-powered leaf blowers - the restriction here is on the time of day they may be run. The same Section 8.08.020 also caps amplified sound from a premises, providing that loud music or noise may not exceed 75 decibels measured 20 feet from the loudspeaker, or 70 decibels measured 75 feet from the loudspeaker. Gardeners and landscaping services working in residential neighborhoods should keep equipment within the 8 a.m.-8 p.m. window. Because the rule comes from the city's own code, it controls inside Buena Park and may differ from neighboring cities' hours and from Orange County's unincorporated-area rules. Statewide, newly sold small off-road engines (which power most blowers and mowers) must meet California Air Resources Board zero-emission requirements phased in for model years 2024 and later, but that is an emissions rule, not a local-use restriction.
Operating a leaf/weed blower, powered mower or similar landscape equipment between 8:00 p.m. and 8:00 a.m. violates Section 8.08.020 and is enforced by code enforcement and police. Municipal code violations are generally handled as infractions or misdemeanors through citation and abatement.
