NY VTL 375(31) requires every motor vehicle to be equipped with a muffler that prevents excessive or unusual noise. Cutouts, bypasses, and straight-pipe exhausts are illegal. The SLEEP Act effective 2022 increased maximum fines for illegal mufflers to 1,000 dollars statewide and gives troopers and local police stronger enforcement tools along the Thruway, I-90, and I-87 corridors.
