Nevada state law, not county code, governs vehicle noise. Every motor vehicle must have a muffler in good working order and constant operation, and no one may use a muffler cutout, bypass or similar device on a vehicle on a highway. Washoe County's noise code exempts moving vehicles.
Washoe County Development Code Section 110.414.20 exempts "motor vehicles and other noise-generating equipment not under the control of the property" from the county's noise limits, so vehicle noise on roads is enforced under Nevada Revised Statutes. NRS 484D.415 requires every motor vehicle to be equipped at all times with a muffler in good working order and in constant operation to prevent excessive emissions, and prohibits any muffler cutout, bypass or similar device on a highway. The engine and power mechanism must also be equipped and adjusted to prevent escape of excessive fumes or smoke. The Nevada Department of Transportation/DMV sets the noise-emission standards under NRS 484D.410. Nevada law enforcement, not county code enforcement, cites these violations.
Operating a vehicle without a proper muffler or with a cutout/bypass is a traffic violation under NRS 484D.415, enforced by law enforcement (misdemeanor/civil infraction).
