Pasco County, FL Noise Ordinances: Vehicle Noise (2026)

Section 66-97(1), the first of the 'specific noises prohibited' under Pasco County's noise control article, makes it unlawful to use straight pipes, an altered muffler, or a gutted muffler on any motor vehicle. It sits inside Chapter 66, Article IV, Division 2 (Noise), whose section 66-93 makes it unlawful to create any noise that exceeds the limits set in the article, and whose section 66-94 extends the article to the county's entire legal boundary, incorporated and unincorporated, unless a municipality has separately deleted or altered it by its own ordinance; noise that crosses in from outside the covered area is still a violation if it exceeds the article's limits once measured from inside.

The county adopted the article on findings, recorded in section 66-92, that excessive and unusually loud noise is a growing detriment to the health, comfort, safety and welfare of residents. There is no waiver process specific to vehicle noise: section 66-96 limits waivers from the article's maximum noise levels to noise created by pre-existing operations located in an industrial or commercial zone, capped at 180 days and renewable only by fresh written application to the county administrator, so a straight-piped vehicle cannot be waived into compliance. 69(1), the motor vehicle noise clause carries no separate stated penalty, so it falls back to the county's general penalty in section 1-6.
