Chapter 165 addresses motor-vehicle noise in three sections. Sec. 165.27 prohibits 'the intentional or repeated creation of a noise disturbance through the acceleration, turning, or stopping of any motor vehicle' (tire screeching, burnouts). Sec. 165.28 bars operating a vehicle so out of repair as to create a noise disturbance, and bars repairing, rebuilding, modifying, or testing a vehicle in or within 500 feet of a residential zone between 11:00 p.m. and 7:00 a.m. Sec. 165.30 makes it unlawful to sound a horn, siren, or bell for any unnecessary or unreasonable period. Motor vehicles on public rights-of-way are subject to FS 316.293 (165.51(e)).
Each provision is enforced under Sec. 1.8, Seminole County Code (165.61); each continuing day is a separate offense. State roadway-noise rules (FS 316.293) also apply on public roads.
