Vehicle noise is primarily a state matter. ORC 4513.221 lets local authorities prohibit operating any motor vehicle, motorcycle, or engine without a factory-installed or equivalent muffler in good working order and constant operation, and bans removing or disabling mufflers except for repair. Cincinnati's Chapter 909 supplements this: it is prima facie unlawful for a car radio, speaker, or sound device to be plainly audible 50 feet from the vehicle. Township trustees may control passenger-car, motorcycle, and engine noise under ORC 505.17. Hamilton County government does not run a separate vehicle-noise program.
A muffler/exhaust violation under ORC 4513.221 is a minor misdemeanor. Cincinnati's excessive-vehicle-sound penalty is a mandatory $250 fine for a first offense, rising to $500 and possible impoundment for repeat offenses.
