Summary
Harnett County bans operating a vehicle so out of repair, modified, loaded or driven that it creates loud grating, grinding, rattling or tire-screeching noise, and separately requires every engine's exhaust to run through a muffler under § 92.27(C) and (D). Straight pipes, cut-out mufflers and screeching tires are both violations of Chapter 92, enforced by the Sheriff's Office.
(C) Vehicles. The use of any automobile, motorcycle, dirt bike, go-cart, recreational vehicle, or any other vehicle so out of repair, so modified, so loaded, or operated in such a manner, as to create loud or unnecessary grating, grinding, rattling, screeching of tires, or other noise; (D) Exhaust discharge. Violations & Fines
A confirmed vehicle-noise or exhaust violation under § 92.27(C) or (D) follows the § 92.99 schedule: a written warning on first detection, then civil citations of $50, $100, $250, and $500 for each additional violation within 30 days, plus a $50 delinquency charge for late payment. The county can alternatively pursue a misdemeanor under G.S. § 14-4 or an injunction to stop repeat offenders.
