These shielding and containment requirements function as the city's de facto light-pollution controls, though they are less detailed than a dedicated dark-sky ordinance. The city's general nuisance provisions may also apply where lighting creates a persistent disturbance.
Installing unshielded fixtures that spill light or glare beyond the property line, or sign lighting that causes excessive glare, can be cited under the zoning code's lighting and performance standards or as a nuisance, with orders to shield, redirect, or reduce the lighting.
