ROH Sec. 21-4.100 is Honolulu's principal dark-sky standard and applies to Kailua's commercial corridor along Kailua Road and Hamakua Drive, as well as Kailua District Park lighting. Full cut-off shielded fixtures are required for commercial, industrial, and outdoor recreational development to eliminate direct illumination onto adjacent country, residential, apartment, apartment mixed-use, or resort districts. Non-enclosed rooftop gathering spaces must also be shielded so light does not escape above the rooftop. The ordinance complements HRS 201-8.5, which articulates a state night sky protection strategy.
