Full cut-off shielded fixtures are required for commercial, industrial, and outdoor recreational development so that direct illumination does not spill onto country, residential, apartment, apartment mixed-use, or resort districts. Non-enclosed rooftop gathering spaces must be shielded to eliminate illumination beyond the rooftop. The provision complements HRS 201-8.5's state night sky protection strategy.
