LUO Sec. 21-4.100 governs outdoor lighting in Mililani Mauka and applies to the small commercial and mixed-use sites near Mililani Mauka Marketplace, Mauka rec centers, and outdoor recreational facilities across the MMA parks. Full cut-off shielded fixtures are required for commercial, industrial, and outdoor-recreational development so direct illumination cannot spill onto adjacent country, residential, apartment, apartment mixed-use, or resort districts. Non-enclosed rooftop gathering spaces must be shielded so illumination does not extend beyond the rooftop. The ordinance complements HRS 201-8.5.
