LUO 21-4.100 is Honolulu County's principal outdoor lighting and dark-sky standard, enforced throughout Pearl City. It requires full cut-off shielded fixtures for commercial, industrial, and outdoor recreational development to eliminate direct illumination onto adjacent country, residential, apartment, apartment mixed-use, or resort districts. Non-enclosed rooftop gathering spaces must shield lighting so it does not pass beyond the rooftop. The rule protects residential Pearl City Highlands and Waimalu from big-box retail and industrial glare along Kamehameha Highway. It complements state HRS 201-8.5 Night Sky Protection Strategy and the LUO Article 4 General Development Standards.
Noncompliant fixtures trigger DPP notices of violation, daily zoning fines, and required retrofit to full cut-off shielded lamps within specified cure periods.
