Because Bay Hill is an unincorporated CDP in southwest Orange County (north of Lake Buena Vista, south of Windermere), the Orange County Code of Ordinances applies. Chapter 9, Article XVI (Exterior Lighting Standards) — administered by Orange County Planning and Development — establishes maximum illumination foot-candles by use (parking 0.6–3.6 f.c., pedestrian/bikeway 0.2–2.5 f.c., gas-canopy 20 f.c. max) and prohibits glare, obtrusive light, light trespass onto adjacent properties, and visual nuisance. Property owners installing new lighting (residential security lights, landscape lights, sign lighting) must conform to these standards. Within the gated communities of the Bay Hill area (Bay Hill, The Sanctuary at Bay Hill), private deed restrictions and HOA covenants typically impose additional lighting limits — these are enforced by the HOA, not the county. Florida's outdoor-lighting state framework includes sea-turtle protection rules (Fla. Stat. § 161.163), which do not apply at this inland location.
