Illumination is measured in foot-candles with the sensor horizontal at ground level, summing all on-site lighting including sign lighting and spillage from inside buildings.
Lighting that spills across a property line above the foot-candle limits, or whose fixtures are not confined to the property, violates Section 12 under C.R.S. 30-28-124 and can prompt a correction order.
