LDR Sec. 9.10.00 (Commercial Design) requires cutoff fixtures that minimize glare and overhead sky glow and recessed or shielded canopy/overhead lighting to prevent lighting of the horizontal axis. These design standards apply to commercial and larger development in unincorporated Lake County. For a single-family homeowner whose neighbor's floodlight shines onto their property, the county addresses persistent glare through its general nuisance authority rather than a numeric foot-candle limit. Cities set their own light-trespass standards.
Non-compliant lighting can be corrected at development review or enforced by Lake County Code Enforcement under Chapter 8; nuisance glare may be abated separately, with general penalties up to $500 or 60 days jail (Sec. 1-6).
