Full Breakdown
Will County Code § 70.25 bars abandoning a vehicle, or any part of one, on a roadway or street in the county. Section 70.26 separately bars abandoning a vehicle on private or public property in view of the general public (except on the owner's or bailee's own property); after seven or more days, the County Sheriff's Department may authorize its removal. Towed vehicles are stored and disposed of under the Illinois Vehicle Code's towing provisions. This traffic-code chapter runs off the county's general highway authority; Joliet, Bolingbrook, Romeoville, Plainfield and Lockport enforce their own abandoned-vehicle rules on municipal streets.
Violations & Fines
Fined not less than $25 nor more than $100 per violation, plus liability for towing and storage costs; the court may also order disposition of the abandoned vehicle or part.
