A motor vehicle, trailer, watercraft, or semitrailer is deemed abandoned if it is inoperable or in disrepair and left over 48 hours on public property, has remained illegally or beyond 48 hours on public property without valid plates, or has sat over 48 hours on private property while inoperable (missing engine, transmission, wheels, etc.) or unregistered. Partially dismantled, wrecked, or junked vehicles are presumed abandoned. The Revenue Authority enforces the section, and vehicles may be impounded under Division 18. Municipalities may run their own abandoned-vehicle programs.
