Texas Transportation Code Chapter 683, Subchapter A defines when a vehicle is abandoned and authorizes the Sheriff to impound it. Under Section 683.002, a vehicle is abandoned if it is inoperable, more than five years old, and left unattended on public property for over 48 hours; if it remains illegally on public property for over 48 hours; or if it stays on private property without the owner's consent for over 48 hours.
